Off-road cover is not roadside assistance. Roadside assistance recovers you from a public road. Off-road cover is what pays when the vehicle is 40 kilometres into the desert and a standard recovery truck cannot legally or physically reach it.
Off-road driving means operating the vehicle on any surface that is not a maintained public road. In the UAE that covers a narrower set of activities than most drivers assume, and the definition matters because it decides whether an incident falls inside your policy.

No. A comprehensive policy in the UAE does not cover off-road driving unless off-road cover has been added to it. This is the single most common misunderstanding in this category, and it is written into the standard policy wording rather than left to insurer discretion.
The Unified Motor Vehicle Insurance Policy issued under the Central Bank of the UAE sets the baseline terms every motor policy in the country must meet, and that baseline is built around use on public roads. Comprehensive car insurance extends that baseline to cover your own vehicle for collision, fire and theft — but it does not extend the territory the vehicle is covered in.
If you hold third party car insurance, the position is stricter again: damage to your own 4x4 is not covered on any surface, and off-road cover is not available as an add-on to a third-party policy. Off-road cover sits on top of comprehensive, never instead of it.
The practical test is your policy schedule. Look for a line reading off-road cover, off-road extension or 4WD cover, and check whether it carries a distance limit from the nearest paved road — several insurers cap recovery at a set radius, which is the detail most likely to void a desert claim.
Off-road cover is available for factory four-wheel-drive and all-wheel-drive vehicles in roadworthy, standard condition. Two-wheel-drive SUVs and crossovers are usually declined for the off-road extension even when they look the part, because the extension is priced on drivetrain capability rather than body shape.

Several of these overlap with add-ons you can buy separately, and the overlap is worth understanding before you pay twice.
