RTA seasonal parking permit in Dubai: charges, zones and renewal in 2026

An RTA seasonal parking permit is a prepaid subscription that lets you park in Dubai’s paid public parking zones for a fixed period — 30 days, three months, six months or a year — without paying an hourly tariff each time. Charges start at AED 250 per 30 days for the zone-restricted permit and AED 500 per 30 days for the general permit covering zones A, B, C and D, with 5% VAT applied on top since 1 June 2026. What is an RTA seasonal parking permit?

An RTA parking permit is a prepaid parking subscription that allows a registered vehicle to park in Dubai’s designated paid public parking zones without paying the hourly tariff. It is issued against your vehicle’s registration plate, not as a physical card.

Today’s permits are fully digital. Once your application is approved, the permit is linked electronically to your plate number, and inspectors verify it by scanning the plate. Nothing needs to be displayed on the dashboard — the older habit of propping a printed parking card against the windscreen no longer applies.

One point worth knowing before you compare prices: Dubai’s public parking is operated by Parkin Company PJSC, which took over day-to-day management of the emirate’s on-street and off-street paid parking from the Roads and Transport Authority. Most drivers still search for “RTA parking” and RTA remains the regulator, so both names appear on official channels. Seasonal permits are the same product whichever name you find them under.

RTA parking card monthly and seasonal charges (2026 price list)

Fast answer: RTA parking card monthly charges are AED 500 per 30 days for the general permit covering zones A, B, C and D, and AED 250 per 30 days for the permit restricted to zones B and D. RTA parking card fees for 3 months are AED 1,400 on Category A and AED 700 on Category B — the quarterly term is where the discount curve starts to bite. Read the rest of the table by effective monthly cost rather than by headline price. A Category A permit bought for 30 days costs AED 500 a month; bought for a year it costs AED 375 a month, a saving of AED 1,500 over twelve months. The same pattern holds for Category B, where the annual permit lands at AED 200 a month against AED 250 for the rolling one.

Two further permit types exist outside the standard grid. Multi-storey permits for RTA-operated parking buildings are charged separately and cost considerably more than roadside permits, and a discounted student permit is available for a three-month term. Confirm both directly with Parkin before budgeting, as availability is facility-specific.

What 5% VAT means for your permit since 1 June 2026

All Dubai parking services became subject to 5% VAT on 1 June 2026. Parkin confirmed in a Dubai Financial Market disclosure that VAT applies to on-street parking, off-street parking, seasonal cards, permits and reservations.

The underlying tariffs did not change — VAT is added on top and collected for the Federal Tax Authority. On hourly parking the effect is visible in fils: a AED 4 tariff became AED 4.20, AED 2 became AED 2.10, and premium peak spaces at AED 6 became AED 6.30. On a permit the effect is proportionally identical, so budget roughly AED 25 extra on a 30-day Category A permit and around AED 225 extra on the 12-month one.

Category A vs Category B: which zones each permit covers

There are two seasonal permit categories, and the only meaningful difference is zone coverage. Choose by where you actually park, not by price.

Category A is the flexible option and covers every standard paid roadside zone in the scheme. Category B costs half as much but is restricted to zones B and D, which are the lower-tariff residential and off-street zones. If you park in zone A or zone C on any regular basis, Category B will not cover you and you will be paying the meter anyway.

Zone letters are marked on the parking sign and on the meter itself, so check the sign at your usual spot before choosing. RTA parking C zone charges: what zone C costs monthly

RTA parking C zone charges monthly are AED 500 per 30 days, because zone C is only covered by the Category A permit. There is no cheaper zone-C-only permit, so C parking charges in Dubai come out at the full Category A price whichever term you buy.

This trips people up because zone C carries a low hourly tariff, which makes the AED 250 Category B permit look like the obvious match. It is not: Category B covers zones B and D, and zone C sits outside it. Areas such as Deira, Al Rigga, Al Muraqqabat, Al Barsha and Al Satwa fall under zone C, so anyone parking there daily needs Category A.

Zone D is covered by both categories, so a driver who only ever parks in zone D should buy Category B at AED 250 per 30 days rather than Category A at AED 500 — exactly half the cost for the coverage they actually use.

Is a seasonal permit cheaper than paying hourly?

Yes, for anyone parking in paid zones on more than about sixteen days a month. Below that, pay hourly.

The arithmetic is simple enough to do in your head: divide the permit price by the hourly tariff in your zone, and you get the number of chargeable hours the permit buys. A AED 500 Category A permit divided by a AED 4 tariff buys 125 hours — about sixteen working days at eight hours a day. The same permit against a AED 2 tariff buys 250 hours, or roughly 31 days, which is why the general permit rarely pays off for someone who only ever parks in the cheapest zones.

Variable tariffs make the case stronger than it looks. Since April 2025 Dubai has priced parking by time of day: peak periods run 08:00–10:00 and 16:00–20:00, off-peak covers 10:00–16:00 and 20:00–22:00, and premium spaces near metro stations and in high-demand commercial districts carry a higher peak rate. A commuter who arrives at nine and leaves at six is paying the peak rate twice a day, every working day. A permit removes that variability entirely.

Parking is rarely the only motoring cost worth restructuring this way. One caution on where the savings should not come from. Cutting the cost of your policy by dropping to third party car insurance saves less than most drivers expect and leaves your own vehicle uncovered for damage — a poor trade if the car spends its days on public streets rather than in a private building.

How to apply for a Dubai parking monthly pass online

You can buy a Dubai parking monthly pass entirely online, without visiting a customer happiness centre. An RTA parking monthly pass and a twelve-month permit are bought through exactly the same flow — only the duration you select at step five differs. Have these ready before you start:

• Vehicle plate number and plate code
• Emirates ID
• UAE mobile number
• Vehicle registration card (mulkiya) details
• A valid debit or credit card

Applying through the Parkin app

The Parkin app is now the primary channel for buying and managing permits, and it is where the newer subscription plans live.

1. Download and open the Parkin app and create an account or sign in.
2. Open the permits or subscriptions section.
3. Choose the permit category that matches the zones you park in.
4. Enter your plate number and plate details.
5. Select the duration — 30 days, three months, six months or twelve.
6. Review the VAT-inclusive total, then pay by card.
7. Wait for the confirmation that the permit is active against your plate.

Applying through the RTA website or Dubai Drive app

RTA’s own channels still process seasonal permit applications, and the flow is four steps: card and vehicle details, category and duration, personal details, then confirm and pay. Log in with UAE Pass or an RTA account, and the permit activates against your plate once payment clears.

Who can apply: eligibility and vehicle limits

Seasonal permits are for private vehicles. RTA states plainly that trucks, pick-ups and buses cannot use the permit.

• Up to three vehicles can be linked to one permit if they share the same Dubai traffic file number.
• One vehicle only if the plate is registered in another emirate, or if the vehicle sits under a company traffic file.
• Where more than one vehicle is linked, you switch the active vehicle in the RTA Dubai app before parking.
• The permit is non-refundable once issued.
• Modifying an issued permit costs AED 100 and requires vehicle ownership documentation.

How to renew your RTA seasonal parking permit

RTA seasonal parking renewal is handled entirely online, through the Parkin app, the RTA website or the Dubai Drive app, and it should be done before the expiry date. Renewal is the same four-step flow as a new application, and the permit stays attached to the same plate.

1. Open your active permit in the app or on the portal.
2. Select renew, then choose the new duration — you can switch term length at renewal.
3. Confirm the plate and category are still correct, especially if you have changed vehicle.
4. Pay the VAT-inclusive amount and wait for the activation confirmation.

Renew a few days early rather than on the expiry date. A permit that lapses overnight leaves you exposed to a parking fine on the first morning it is not active, and there is no grace period built into the scheme. Seasonal parking card validity check online

Check validity in the app that issued the permit. Open the Parkin app or the RTA Dubai app, go to your permits, and the active permit shows its category, the linked plate or plates, and the expiry date.

Because permits are verified by plate scan, there is nothing physical to check and no card number to enter. If the permit does not appear in the app against the plate you are parking, treat it as inactive and pay the session tariff rather than assuming it will be recognised. Where the seasonal parking permit is not valid

A seasonal permit covers standard paid public parking zones. It is not a licence to park anywhere in Dubai, and holding one does not protect you from a fine in a restricted bay.

RTA names four areas as specific exceptions to the permit: Dubai Silicon Oasis, Jumeirah Lakes Towers, Tecom and Dubai Healthcare City. These operate under their own arrangements even though they sit inside the paid parking network.

Beyond those, the permit does not apply in:

• Private parking operated by malls, hotels and commercial buildings.
• Bays reserved for People of Determination.
• Loading and unloading bays.
• Taxi, bus and emergency vehicle parking.
• Valet parking areas.
• Reserved government parking.
• Multi-storey facilities, unless you hold a permit issued for that specific building.

Parking outside your covered zone is the most common way permit holders pick up a fine, and the penalty is the same as it would be with no permit at all. The permit is also emirate-specific. Parkin’s newer monthly subscription plans

Alongside the two standard categories, Parkin has introduced a set of monthly subscription plans aimed at specific communities and business districts, starting at AED 100 per month. They are bought in the Parkin app and are worth checking before defaulting to a Category A permit, because several are substantially cheaper for drivers who park in one place.

The student plan is the standout: AED 100 a month against AED 500 for a general permit, for anyone parking within 500 metres of their institution.
