What is car flood insurance?

Flood car insurance is cover for damage your own car suffers from weather-driven water: flash floods, waterlogged roads and underpasses, heavy rain and the storms that bring them. Insurers rarely sell it under that name. In a policy schedule it usually appears as natural calamity cover, natural perils or storm, flood and tempest cover. Brokers also market it as car flood protection or vehicle flood insurance, and drivers searching for car rain damage insurance in the UAE are looking for the same flood coverage.

Also called
Natural calamity cover, natural perils, acts of God cover, rain damage cover
Usually sold as
A benefit included in comprehensive car insurance, or a flood-only policy for third-party drivers
Protects
Your own car: engine, gearbox, electrics and interior damaged by rain or floodwater

Natural calamity cover and acts of God insurance explained

"Acts of God" is the everyday name for events nobody caused, such as floods, storms, hail and sandstorms, and acts of God insurance is simply a policy that pays for them. The UAE's standard wording does not include it by default: the Unified Motor Vehicle Insurance Policy against Loss and Damage, issued under Insurance Authority Board Decision No. 25 of 2016 and published in the Central Bank of the UAE rulebook, excludes accidents caused by natural disasters such as floods, tornados and hurricanes in Chapter Four, clause 9.

Cover exists because insurers add it back. Most comprehensive plans now list natural calamities as a standard benefit, and the Central Bank of the UAE has instructed insurers to settle rain and flood claims under comprehensive motor policies, as long as the state has not declared the rainfall a natural disaster, according to the Emirates Insurance Federation's motor committee. Deliberately driving into wadis, flood channels or known high-risk areas is not treated as a natural hazard. For the wider question of whether car insurance covers natural disasters such as earthquakes or cyclones, see our guide.

Does car insurance cover flood and water damage?

Only if you hold own-damage cover. Third-party car insurance pays for damage you cause to other people and never for water damage to your own car. Comprehensive car insurance does pay for rain and flood damage to your car, subject to the conditions above and the policy's excess.

Your coverPays for flood damage to your car? What to know
Third-party onlyNoCovers other people's cars and property, not yours
Third-party plus a flood-only policyYes, up to AED 25,000 or AED 50,000Currently offered by AFNIC as FloodGuard; 15-day waiting period
Comprehensive with natural calamity coverYesPaid unless the state declares the event a natural disaster; excess applies

Flood cover for third-party drivers

Third-party drivers can buy flood cover without upgrading. FloodGuard, sold by Al Fujairah National Insurance, covers flood, inundation, storm and tempest damage to privately used cars insured on a third-party basis, and it cost AED 300 to AED 350 a year at launch in September 2024. Our AFNIC car insurance page covers the insurer's other motor plans.

Price
AED 300 to AED 350 a year
Cover limit
AED 25,000 or AED 50,000 for a 12-month term
Waiting period
15 days before cover starts
Eligible cars
Private saloons, SUVs, 4x4s and station wagons on third-party cover, for personal use
Not covered
Wadi, desert and pool water, agency repairs, commercial vehicles, pickups and motorcycles

Our verdict: choose FloodGuard if your car is worth less than its AED 50,000 limit and you are happy with third-party cover otherwise. Choose comprehensive cover if your car is worth more, is financed, or you want accident and theft damage paid as well.

What flood cover pays for

Water does its most expensive damage where you cannot see it. A comprehensive policy with natural calamity cover typically pays for all of the following, subject to the excess and the insurer's inspection.

Engine
Water drawn into the cylinders, including hydrolock, and the corrosion that follows
Gearbox
Contaminated transmission fluid and seized components
Electrics
Short circuits and corroded wiring, sensors, control units and connectors
Interior
Soaked seats, carpets and trim, including mould and odour that make replacement necessary
Recovery
Towing from a flooded area, where the plan includes it

Is hydrolock covered by insurance?

Yes, when the water came from a flood or heavy rain and you hold comprehensive cover with natural calamity cover. Hydrolock happens when water enters the cylinders and the pistons cannot compress it, bending connecting rods or cracking the block. Insurers can refuse the part caused by restarting a stalled engine in water, so leave it off. Engine protection cover adds cover for engine and gearbox damage, while mechanical breakdown cover handles wear-and-tear failures, which flood cover never does.

Rain car damage that isn't covered

Most rejected flood claims come down to how the car got wet, not whether the policy includes flood cover. These are the common reasons, and our list of common car insurance exclusions covers the rest.

Driving through flood water
Entering flowing wadis, flood channels or roads closed by police
Restarting a flooded engine
Damage made worse by trying to start or drive the car before inspection
Pre-existing damage
Flood damage from before the policy started, or on a car bought already flood-damaged
Non-weather water
Burst pipes, car washes, pools or deliberate off-road water crossings
Declared natural disaster
Events officially declared a natural disaster fall back under the Unified policy exclusion

If you are shopping for a used car after a rainy season, ask for its accident and repair history before you buy; our guide to buying a used car in the UAE explains what to check.

Driving fines during rain and floods in the UAE

During heavy rain, flooding and fog, UAE authorities apply stricter traffic rules to reduce accidents and protect public safety. Motorists who drive recklessly, ignore official instructions or enter flood-prone areas can face heavy fines, black points and vehicle impoundment, and the same behaviour gives an insurer grounds to reduce or refuse a flood claim.

The table below lists the key weather-related violations and penalties enforced in the UAE, as reported from Ministry of Interior guidance in March 2026 and the federal list of traffic violations.

Traffic violation during rain or fogFine (AED)Black pointsVehicle impoundment
Gathering near valleys, floodplains or dams1,0006No
Driving into flowing valleys or floodwater2,0002360 days
Dangerous driving during rain or poor visibility2,0002360 days
Taking photos or videos while driving in rain or fog8004No
Driving with hazard lights on while moving5004No
Driving in fog without headlights5004No
Driving in fog despite official warnings not to drive5004No
Not following instructions issued by a police officer4004No
Fleeing when asked to stop by authorities8001230 days
Obstructing emergency or rescue services during bad weather1,000460 days

Black points accumulate across violations, and reaching the limit suspends your licence; this explainer on how black points work in Dubai sets out the thresholds.

What drivers should keep in mind

Stay out of the water
Avoid flooded roads, valleys and waterlogged areas, even if they look shallow
Slow down
Reduce speed and keep a safe distance in rain and fog
Use headlights, not hazards
Hazard lights are not meant for driving; switch on your headlights instead
Follow instructions
Obey police directions and electronic road signs without delay

How to make a flood damage insurance claim

A flood claim follows the usual steps for how to claim car insurance, with one UAE-specific document: a police certificate confirming weather damage. If the car is stranded, roadside assistance cover pays for the tow so you never have to drive it out.

Step 1
Leave the engine off
Do not start or drive a car that has stood in water; arrange a tow instead
Step 2
Photograph everything
Record the water level, the location and damage inside and outside the car
Step 3
Get a police certificate
Apply for a "To Whom It May Concern" certificate under the Natural Disasters category
Step 4
Notify your insurer
Report the claim as soon as possible, within the notice period in your policy
Step 5
Wait for inspection
Let the insurer's surveyor inspect the car before any repair begins
Step 6
Repair or settle
The car is repaired at an approved garage or settled as a total loss

In Dubai, apply for the certificate through the Dubai Police app or website, upload photos and take the car to a police station for inspection; it is usually issued within one working day. Sharjah Police offers the same service through its app, which matters if you hold car insurance in Sharjah.

Repairs go through your insurer's approved workshops, so check the insurer garage lists before you agree a repair. After a major storm, surveys and parts queue up, and this guide on how long a claim takes in the UAE sets realistic timings. Some insurers treat a car as a total loss when repairs cost about half of its insured value or more.

How much does car flood insurance cost?

On a comprehensive plan, natural calamity cover is usually included in the premium rather than priced separately. For third-party drivers, FloodGuard costs AED 300 to AED 350 a year.

The April 2024 storm brought the UAE's heaviest rainfall since records began in 1949. After it, UAE car insurance renewals rose by an average of 20% to 30%, and some electric car premiums doubled, as reported by The National in August 2024. That makes it worth comparing quotes for high-value and electric models such as Tesla car insurance.

Your excess is also part of the cost of a flood claim. Under the Unified policy, the excess on a private car is capped at AED 350 when the car is worth under AED 50,000 and AED 700 between AED 50,000 and AED 100,000; this guide explains how car insurance excess works. To spread the premium, you can pay with Tabby or split the premium with Tamara.

Where can I buy car insurance in the UAE that covers flood damage?

Buy it before the rain, not after: insurers will not add cover for damage that has already happened, and FloodGuard has a 15-day waiting period. On Lookinsure, you can get a car insurance quote from several UAE insurers and check that natural calamities appears in each plan's list of benefits before you pay.

Our recommendation: if you are on third-party cover and park outdoors or in a basement in a low-lying area, add flood cover or upgrade to comprehensive before November. If you are already on comprehensive, confirm natural calamity cover is listed and do not pay for it twice. Browse other car insurance add-ons for gaps flood cover leaves, and remember that a flood claim can affect your no-claims bonus at renewal, depending on the insurer.

Frequently asked questions

Yes, if you hold comprehensive car insurance with natural calamity cover or a third-party policy with a flood-only add-on such as FloodGuard. Third-party cover on its own pays nothing for your car. Claims can be refused if you drove into floodwater or restarted the engine, and cover lapses if the state declares a natural disaster.

Natural calamity cover is the part of a car insurance policy that pays for damage from floods, storms, hail and sandstorms, sometimes called acts of God. The UAE's standard policy wording excludes natural disasters, so insurers add this cover back. Most comprehensive plans include it as a standard benefit; third-party plans do not.

Yes. The Central Bank of the UAE has instructed insurers to settle rain and flood claims under comprehensive motor policies, provided the state has not declared the rainfall a natural disaster. You still pay the policy excess, and damage caused by driving into wadis or flood channels is not covered. Check your schedule lists natural calamities.

Yes, on a comprehensive policy or with a flood-only add-on, and no on third-party cover alone. Rain damage covers water that enters the engine, electrics or cabin during a storm or flash flood. Water from other sources, such as a burst pipe, a car wash or a deliberate off-road water crossing, is usually excluded.

Yes, when floodwater caused it and your policy includes natural calamity cover. Hydrolock happens when water enters the engine's cylinders and bends internal parts. Insurers may refuse the extra damage caused by restarting a stalled engine in water, so leave it off, photograph the scene and arrange a tow to the insurer's approved garage.

No, not when you choose to do it. Driving into flowing valleys or floodwater is excluded by insurers and punished in the UAE with an AED 2,000 fine, 23 black points and 60 days' impoundment. Flood cover pays when water reaches a parked car or you are caught by rising water without warning.

Yes, insurers ask for one. In Dubai, apply for a "To Whom It May Concern" certificate under the Natural Disasters category through the Dubai Police app or website, then take the car for inspection; it is usually issued within one working day. Sharjah Police offers the same service through its app.

On most comprehensive plans, flood cover costs nothing extra because natural calamity cover is included in the premium. Third-party drivers can buy AFNIC's FloodGuard for AED 300 to AED 350 a year, with a cover limit of AED 25,000 or AED 50,000 and a 15-day waiting period before cover starts.
