Yes. Oman Insurance Company rebranded as Sukoon Insurance in 2022. It is the same underwriter, the same licence and the same head office in Deira, Dubai — only the trading name changed.
If you hold a policy issued under the Oman Insurance name, it remains valid to its expiry date and renews as a Sukoon policy. Searches for Oman Insurance in Dubai, Oman Insurance UAE or an Oman Insurance review all describe the business now trading as Sukoon.
The name is also a common source of confusion in the other direction: Oman Insurance was never an Omani company, and a Sukoon policy is not the same thing as cover for driving into Oman. If you are planning that trip, what you need is the geographical extension and an orange card for driving into Oman, not a different insurer.

Those two figures are quotes for one car, not a price list. UAE motor premiums move with vehicle value, model year, driver age, licence history, claims record and no-claims discount, so your own quote will differ. The choice is simple: third-party pays for the damage you cause to other people. Comprehensive does that and also pays to repair your own car. If your vehicle is financed, leased, or worth more than around AED 30,000, buy comprehensive — the premium gap is smaller than a single own-damage claim.

Third-party liability is the legal minimum required to register a car in the UAE. A Sukoon third-party policy pays for injury, death or property damage you cause to other people, up to AED 2,000,000 for property damage and without a stated ceiling on bodily injury, which UAE courts determine.
It pays nothing towards your own car, and it does not automatically protect you or your passengers. Personal accident benefit is an optional add-on on Sukoon third-party policies, not an inclusion — if you want it, you have to select it. The same is true of roadside assistance cover.

Sukoon comprehensive car insurance adds cover for your own vehicle on top of third-party liability: accidental damage, fire, theft, and natural-risk events including flood, storm, riot and civil commotion.
It also carries several benefits that many drivers assume they have to buy separately — windscreen cover up to AED 3,000, personal belongings cover up to AED 5,000 and replacement of locks up to AED 1,000. Off-road cover and valet parking theft are included as standard.

Privilege Motor is Sukoon's separate product for luxury and high-value cars. Agency repair is standard rather than an add-on, war cover extends up to AED 5 million, and the policy is built around vehicles that need manufacturer-approved parts and specialist handling.

Sukoon and Orient car insurance are separated by AED 8 on premium and by a great deal on what is actually covered — Orient excludes personal accident benefit entirely, where Sukoon offers it as an add-on. Run both on your own vehicle rather than reading across from a Mazda and a GMC.

If you only need the legal minimum, choose Sukoon — it was AED 220 cheaper than Methaq and AED 290 cheaper than Orient on third-party cover, and it was the only one of the three offering driver and passenger protection as an option.

Personal accident benefit is an add-on on both policy types, where Methaq includes it as standard — this is the single most misunderstood thing about a Sukoon policy and the most common cause of a nasty surprise at claim time. Roadside assistance is also chargeable where both rivals include it. And the comprehensive premium is 58% higher than Methaq's on the same car.
The honest summary. Buy Sukoon third-party if you want the legal minimum at the lowest price and you are willing to add driver protection yourself. Buy Sukoon comprehensive if your car is newer, financed or high-value and the higher limits matter more than the premium. Two of those add-ons are worth pricing carefully. Personal accident cover is cheap relative to what it pays out, and flood and storm cover matters more in the UAE than most drivers expect after the rainfall events of recent years.
