Yes. Every vehicle registered in Ajman must carry at least third-party liability cover, and you cannot renew your registration without a valid policy. The rule is federal, not emirate-level, so the same minimum applies in all seven emirates.
The cover itself is standardised. Under the Unified Motor Vehicle Insurance Policy issued by the Central Bank of the UAE, third-party property damage is capped at AED 2,000,000 for any one accident, and third-party bodily injury carries no monetary cap at all — the insurer pays the amount awarded by the court. Family members of the insured or the driver are the exception, limited to AED 200,000 per person.
This matters when you compare policies: the AED 2 million figure is the statutory ceiling, not a feature one insurer offers and another withholds. If a quote appears to offer a lower third-party limit, that is a reason to question the quote.
Choose comprehensive if your car is financed, under five years old, or worth more than about AED 30,000. Choose third-party liability if your car is older than that and you could absorb the cost of replacing it yourself. Comprehensive costs roughly twice as much and protects roughly ten times as much.

Comprehensive car insurance is the highest level of protection available, adding fire, theft and own-damage cover on top of the legal minimum. Third-party car insurance is that legal minimum on its own — it pays for the harm you cause to others and nothing else.

The penalties for letting registration lapse are set federally by Ministerial Resolution No. 178 of 2017: a fine of AED 500 and 4 black points on your licence. If the registration has been expired for three months or more, the vehicle is impounded for 7 days on top of the fine.

Check the other driver's insurance status before you leave the scene. The police report issued at the accident records both vehicles' insurance details, and it is the document your insurer works from — without it, most claims stall.
You can verify a policy against the plate number or the chassis number through the MOI app, and your own policy details sit in the email your insurer sent at purchase.
